National Officers

President: Jim Lynch served as a Ranger in 1977 and 1978. He was a career officer in the U.S. Air Force, retiring at the rank of Colonel. In his military career Jim became accustomed to managing large staffs and large projects, including leadership of the $1.6 billion B-1 bomber program. Jim holds an undergraduate degree in engineering, a Master of Business Administration degree, and a Master of Arts degree in national security and strategic studies. He has served as a local Scout volunteer in various roles over a period of 15 years. Jim has served the PSA as Secretary from 2005-07, and has been the President since 2008. Jim lives with his family in San Antonio, Texas.

Vice President for Membership: Scott Toney worked at Philmont from 1990 to 1995, serving three summers in the Ranger department, followed by stints as Camp Director at Ring Place, Cimarroncito, and Clear Creek. Scott has experience as a teacher, computer programmer, and small business owner. He has served the PSA as Western Region Director, and originated the association’s Adopt-A-Staff program. He lives with his wife and children in Highlands Ranch, Colorado.

Vice President for Service: Fred Cribbett has now spent four summers on the Philmont seasonal staff serving in the Commissary department—first as Commissary Clerk at Phillips Junction in 1992, next as Commissary Manager at Baldy Town in 1996, then as a Commissary driver in 2009, and finally as the Assistant Commissary Manager in 2010. He holds a bachelor’s degree in landscape design from South Dakota State University and a bachelor’s degree in civil engineering from Bradley University. He has served the PSA as Vice President for Service since 2008. Prior to that, Fred was a Central Region Director (2005-07) and a member of the Service Committee

Vice President for Development: John Murphy worked at Philmont for three summers (1972-74) as a Ranger. A graduate of Texas A & M, John has spent the past 30 years in the field of landscape architecture, with a focus on water conservation and sustainability for large companies. Outside of his profession, John works clients, helping them with developing budgets and schedules for large projects. John is active outdoors with cycling and backpacking. John has served on the PSA’s Long Range Strategic Planning Committee and Service Committee in the past.

Secretary: Ray Czech served on the Philmont Training Center staff in 1995 as a course staff member. He holds a Bachelor of Science degree in Computer Information Science and is an Information System Security Manager. Ray is an Eagle Scout, a Wood Badge Scouter, Vigil Honor member of the Order of the Arrow and a currently active volunteer, serving the Greater Cleveland Council and Central Region Area 4. He is a Life member of the PSA, and currently serves as the Secretary. He is married and has an Eagle Scout son, a daughter & Eagle Scout Son-in-law, and four stepsons.

Treasurer: Jack Person served Philmont as Assistant Director of Headquarters Program in 1967 and is a Life member of the PSA. Since 1999, he has worked as an accountant for the Occupational Safety and Health Administration in Washington, D.C. He is a certified public accountant and holds a degree in environmental science and policy. He has served as the PSA’s Treasurer since 2008. Prior to that, he served on the Finance Committee, and has been active in organizing reunions in the Washington, D.C. area. Jack says, “I would like to keep building on the fine work that has been done by the Finance Committee to provide effective stewardship of PSA resources.”

National Directors

Ray Batchelor was a staff member at the Philmont Training Center from 1961 to 1963, first as a food service crew member, then as Mountain Man Ranger and Mountain Man Director. He holds a bachelor’s degree and is a retired engineer from Lockheed Martin Missiles & Fire Control. He volunteers as an Ambassador at DFW airport. He is an OA Chapter Associate Advisor, and a member of the Camp Wisdom Museum committee. Ray has served on the PSA Board of Directors since 2000, as a Southern Region Director and National Director. He has a special interest in the PSA scholarship program and has served as Scholarship Committee chair for the past eight years.

Bill Cass served on the Philmont staff as a program counselor at Beaubien in 1962, a Ranger in 1963, and Camp Director at Abreu in 1964. He holds a bachelor’s degree in economics and a Master of Business Administration in marketing, and is retired from a 35-year career in marketing communications, advertising, and public relations. He has served the Chester County Council in Pennsylvania as High Adventure Chairman and Vice President for Program. Bill was awarded the Silver Antelope in 2008. He served on the PSA Board as Northeast Regional Director from 1999-2001 and is has been a National Director since 2008. Bill is the author of two Philmont related books: Return to the Summit of Scouting and The Last Flight of Liberator 41-1133. He is active on the PSA Publications and Development Committees.

Ken Davis served on Philmont staff, primarily at PTC, from 1960 to 1963 and in 1965 and 1966, serving as Field Sports Director, Conference Host, and Assistant Program Director. His Philmont experience also includes Wood Badge training, service on Walking Wood Badge staff, and as a member of the PTC conference faculty. He holds a Ph.D. degree in history and retired from the Defense Logistics Agency with 30 years of civilian service, and from the U.S. Army and Army Reserve, with a combined 31 years service. Ken has been active in Scouting for more than 50 years and is the author of History of Wood Badge and History of the OA. He wrote and published Born at the Confluence, a book about the history of the PSA. Ken is currently serving as a National Director on the PSA Board.

Mark Griffin served as the Director of the Philmont Training Center from 1995-2000. Mark has also been on PTC faculty nine times. A career Scouting professional, Mark is currently serving as the Scout Executive of the Blue Mountain Council. Mark is also active with the local United Way and is a Rotarian. Mark has been active with the PSA, serving on the Capital Campaign Committee and Publications Committee. The PSA recently published Mark’s book about the history of the Philmont Training Center. Mark is interested in serving the PSA Board as an advocate for PTC staff and faculty. Mark has three sons. He and his wife, Janet, live in Kennewick, WA.

Lee Huckstep served on the Philmont staff in various roles in the early and mid-1970s, including Postmaster in 1974. After earning a law degree from the University of Missouri, Lee practiced law in New Mexico from 1978 to 1986. Today Lee is Assistant General Counsel for KBR, one of the world’s premier engineering and construction companies. Lee is an international traveler, going most recently to Armenia, Georgia, and Azerbaijan. Lee will climb Kilimanjaro in 2011. Lee founded the PSA Summer trek program in 1986, and has been a co-coordinator for the past several summers. He also has been instrumental in creating and organizing the Exchange program with Sommers Staff Association and the Sea Base Alumni and Friends Association. Lee lives in Houston and Taos.

Steve Rick served six summers on the Philmont staff, first as a Ranger in 1978, and then as a Program Counselor at Pueblano, Crater Lake, Black Mountain, Beaubien, and Rayado, concluding his service in 1984. He also served on the Kanik winter program staff. He has served two previous terms on the PSA Board of Directors and is currently a National Director (since 2008). He represents the PSA on the Ranch Committee’s Rayado Task Force. Steve holds a bachelor’s degree in forestry and is a self-employed property manager, knife maker, and silversmith in Cimarron. He is the current president of the Maverick Club, an organization that organizes the yearly July 4 rodeo in Cimarron.

Stephen Zimmer served as a camp director at Philmont from 1972-75. In 1976, Stephen began his career at the Philmont Museum. Stephen was the Director of the Philmont Museum from 1980 to 2001. During this time, the Philmont Museum saw tremendous growth and became a well respected institution. Stephen has also written several books on topics relating to Philmont and Colfax history. Since retiring from Philmont, Stephen teaches and still writes. He and his family live in Miami, just minutes from Phimont.

Regional Directors


Adam Fromm served on Philmont staff in 1999 as a Ranger, 2000 as OA Trail Crew Forman, and 2001, as Associate Director of Conservation. Adam has worked inside and around the federal government since leaving Philmont. He continues to assist with Scouting in his local council. Adam hopes to share his passion for Philmont with the “younger alumni”, and plans to serve a key role in the Conservation Department’s upcoming 40th anniversary.

Kathleen Seitz served on Philmont staff in 1981 (PTC Dining Hall), 1982 (PTC Trading Post), and 1983 (CHQ Services). Kathleen graduated from the University of Colorado with a BS degrees in business administration. She works in an industry that builds voice technology that supports call centers. Kathleen volunteers with a local Boy Scout troop, preparing them for summer Philmont treks. She is trained in Wilderness First Aid, too. Kathleen is an active member of the PSA’S Administration Committee and lives in Connecticut.

Catherine (Stoddard) Hubbard
served Philmont as a Philmont Training Center dining hall staff member in 1976 and as a Ranger in 1977. She earned a Bachelor of Science degree in nursing and worked as an oncology nurse, prior to earning an MSN degree in adult nursing with emphasis on women’s health. She is currently a nurse practitioner. Catherine and her husband, Finn, have twin sons (both Philmont staff in 2010) and live in Madison, WI. She has been involved as a volunteer in numerous community activities, including Cub Scouting, religious education, youth soccer, and animal rescue. Cathy is serving as Central Region Director (since 2008), and has helped organized regional reunions in Illinois, Wisconsin, and Iowa.

Chris Manheim served as a Philmont Ranger in 1973 and Training Ranger in 1974. He is a community economic development consultant in the Chicago area. Chris earned a bachelor’s degree and attended graduate school in Public Administration and Public Policy at Eastern Illinois University. He is a certified economic developer and, since 1979, he has been an adjunct community college instructor. He has served his local BSA council in numerous capacities, and is a Silver Beaver and Wood Badge Scouter. He has assisted the PSA in organization of regional reunions in Illinois, Wisconsin, and Iowa. Chris is also a member of the PSA Trek Committee. His son, Spencer, served on Philmont staff from 2005 though 2007.

Bryan Delaney
has served on Philmont staff since 1998. He has been a leader in the Ranger Department, and most recently a Camping Projects Manager. Bryan earned a BA degree in communication from Marist. He works for Second Nature Blue Ridge, an organization that mentors at-risk youth and their families in a wilderness environment. A flexible work schedule has allowed Bryan to continue to spend summers at Philmont. Bryan has served the PSA as co-chair for the 2007 Reunion, recognizing the Rangers 50th anniversary. Bryan lives in Atlanta.

Mark Leinmiller served on the Philmont staff from 1975 to 1979, starting at the Trading Post and then spending four summers in the Ranger department as Ranger, Training Ranger, Rayado Coordinator, and Wilderness & Special Programs Coordinator. Mark launched the first Roving Rangers program in 1979. He has continued to be involved in Scouting, as a member of the Antarctic Scout selection committee and as a volunteer in the Atlanta Area Council. He is a Life member of the Philmont Staff Association and has previously served as a Regional Director.

Amy (Douglas) Boyle
was a PTC Assistant Group Leader in 1978 and a Group Leader in 1980. She participated in one of the first co-ed Explorer Treks in 1977. She earned a bachelor’s degree in Geology and a Master of Business Administration degree in marketing. Her career in business and industry included an 11-month stay in Antarctica as a construction crew engineer. She has worked for the State of Wyoming for the past 17 years, primarily in regulatory activities related to the mining industry. Since being elected to the PSA Board as a Western Region Director in 2008, Amy has hosted a regional reunion, participated on the Service Committee, and organized the Colfax Colloquium (including recruiting 21 speakers) for the 2010 PSA Reunion. Amy and her husband live in Lander, WY with their two children.

Michael Waggoner served on Philmont staff from 1994 to 2005. Michael worked in the Conservation and Ranger Departments. He was Chief Ranger from 2002 through 2005. Since Philmont, Michael has attended Utah State University, opened three restaurants, and currently works as an account manager for American Express. Michael successfully chaired the 2007 PSA Reunion, celebrating the 50th anniversary of the Ranger Department. Michael lives in Park City, UT
